It promised a "family-friendly" streaming service that would allow users to upload their own content. After raising over $268,000, a presentation was leaked in which Hartman said that OAXIS would be a Christian network, something that wasn't mentioned on the original Kickstarter.
Over 6 years later, the OAXIS website still has nothing to show, with the website still saying "Streaming service coming soon". Due to the deceptive way it was marketed and nothing being accomplished with all the money, OAXIS is widely considered to be a scam.
